I have used a lot of websites to trace down a mobile number of a person in India. But unlike the US, you can only get down to the location up to the state & can’t actually pin-point the location to the city or the area. The following sites provide users with such facility in the order of excellence top-down:

* Ezrecharge – Basically a very good online mobile prepaid recharge website, also has a tool called the mobile number locator.
And then, there also exists a page on Wikipedia, about the same.
